FSCA CPD Evidence Management: The Problem Every Financial Services Compliance Manager Knows About and Few Have Solved
FSCA CPD compliance requires year-round evidence management, but most South African financial advisers still compile it in the weeks before the deadline. Here is what the technology solution looks like.

Under the FAIS Act 37 of 2002 and FSCA Guidance Note 7 of 2018, financial services providers must ensure that key individuals and representatives maintain a minimum of six continuing professional development hours per year, with documented evidence of completion. Most compliance managers spend between two and four weeks per year compiling this evidence manually.
There is a phrase we hear regularly when we speak to compliance managers at South African financial services firms: "controlled panic every February."
The FSCA's CPD submission deadline creates it. The FAIS Act 37 of 2002 requires financial services providers to ensure their key individuals and representatives complete continuing professional development: a minimum of six hours per year under FSCA Guidance Note 7 of 2018. The evidence of that completion must be available for regulatory review. And in most South African financial services businesses, the evidence is not maintained throughout the year in a form that is ready for regulatory review. It is assembled in the weeks before the deadline.
The assembly process is the controlled panic. Chasing advisers for certificates of completion. Following up on programmes that were completed but not documented. Reconciling records across email threads, WhatsApp messages and shared drives. Formatting the submission. Correcting errors identified during the final review. Resubmitting.
It does not have to work this way.
What the FSCA actually requires
The CPD obligation under the FAIS Act has three components. First, the hours requirement: key individuals and representatives must complete a minimum of six CPD hours annually. Second, the competency requirement: CPD is not purely about hours. The FSCA expects that CPD activities are relevant to the adviser's product categories and maintain or improve their competence. Third, the documentation requirement: evidence of CPD completion must be retained and available for FSCA review.
The challenge is that the evidence is generated across multiple CPD providers, in multiple formats, over the course of a year and needs to be consolidated into a submission-ready record for each registered individual at a defined point in the calendar.
Why the spreadsheet solution fails
Most South African financial services firms track CPD in a shared spreadsheet. The spreadsheet fails for three reasons. It is dependent on timely, accurate self-reporting by advisers. It is not scalable: for a firm with two hundred advisers across multiple regions, the manual process breaks down. And it does not generate submission-ready evidence. The spreadsheet is a tracking tool. Converting it into a submission requires a separate process: extracting the data, formatting it, attaching the certificates, checking for gaps, chasing missing items. This is the February panic, and it is structural: it will repeat every year the spreadsheet is the system.
What an automated CPD management system looks like
The technology solution to the CPD evidence problem has three components.
A learning management system (LMS) that delivers or records CPD activities and captures completion evidence automatically. EDVantage, the LMS Sourceworx has developed on the Microsoft Teams platform, does this natively. When an adviser completes a CPD activity through the platform, the completion is recorded with a time stamp, the evidence is stored in the adviser's record and the hours are credited automatically.
A real-time compliance dashboard that shows the compliance manager, at any point in the year, the CPD status of every registered adviser. The dashboard replaces the February panic with a continuous view that allows intervention early in the year when it is easy, rather than in February when it is urgent.
An automated notification workflow that sends advisers reminders when they fall behind the target pace for the year and sends the compliance manager an alert when an adviser drops into a risk status.
The B-BBEE skills development connection
The same evidence management problem exists for B-BBEE Element 6 (Skills Development) verification. An LMS that captures demographic data at registration and tracks completion and spend automatically produces the B-BBEE evidence as a natural output of the training programme. The compliance and B-BBEE evidence problems have the same technology solution.
